This study analyzes the royal mawlid ceremonies in the Ottoman Empire which are
conducted by the state in the 12th day of Rabi-al-Awwal (the third month in the
Islamic calendar) of each year representing the birthday of Prophet Muhammad.
Along with the religious content of the ritual, the mawlid ceremony is actually one of
the fundamental practices of the state protocol (teşrîfât) and is observed to transform
through the modernization phenomenon. In this context, it is aimed to resolve the
problems of the present literature in terms of establishment, institutionalization and
historical process of the royal mawlid ceremonies by basing the period of 1789-1908,
which chronicles and archive documents containing the ceremonial intensify. By this
means, the main components of the ceremonies, which are protocol, procession,
patronage and music, are examined closer.

Birinci Dünya Savaşı’na son veren “Versay Barışı”nın koşulları, mağlup Almanya’yla birlikte Avrupa–Dünya ekonomisine de zarar vermiş, 1929 Büyük Bunalımı ile Nazismin yükselişine, İkinci Dünya Savaşı’nın çıkışına yol hazırlamıştı. İktisat biliminin en önemli adlarından John Maynard Keynes, Versay görüşmelerinde küçük bir memurdu; istifa ederek, bu barış getirmeyecek anlaşmaya ilişkin doğru çıkacak öngörülerini kitap olarak yayınladı.


Bu sırada Malta’da İngiliz kampında esir bulunan, geleceğin başbakanı ve Serbest Fırka başkanı Ali Fethi [Okyar], barış anlaşması beklentisi içindeki ve Kurtuluş Savaşı’nın başındaki Türkiye için, Keynes’in kitabının önemini kavramış ve çevirmeye başlamıştı. Böylece Keynes’in 1919’da İngiltere’de yayınlandığı ve kısa sürede dünyaca tanınan kitabı, Fethi Okyar esir kampından kurtulup Ankara’da Dahiliye Vekili olurken, Türkçe çevirisiyle de yayınlandı (1922).

This paper uses wavelet theory to propose a frequency domain nonparametric and tuning parameter free family of unit root tests indexed by the fractional parameter d. The proposed test exploits the wavelet power spectrum of the observed series and its fractional partial sum to construct a test of the unit root based on the ratio of the resulting scaling energies. The construction takes its inspiration from the variance ratio (VR) unit root test of Nielsen (2009) and Fan and Gen\c{c}ay (2010) (FG). The result is a statistic whose power properties virtually mimic that of the VR statistics but which drastically reduces the severe size distortions suffered by both the VR and FG test in the presence of serially correlated MA(1) errors when the MA parameter is close to negative unity. Moreover, the test is visibly more robust to size distortions arising from lowering d than its VR counterpart and unlike the FG test, requires no estimation for construction

ABSTRACT The standard forms of bootstrap iteration are very computationally demanding. As a result, there have been several attempts to alleviate the computational burden by use of approximations. In this paper, we extend the fast double bootstrap of Davidson and MacKinnon (2007) to higher orders of iteration, and provide algorithms for their implemen-tation. The new methods make computational demands that increase only linearly with the level of iteration, unlike standard procedures, whose demands increase exponentially. In a series of simulation experiments, we show that the fast triple bootstrap improves on both the standard and fast double bootstraps, in the sense that it suffers from less size distortion under the null with no accompanying loss of power.

5) Việc xác định ranh giới cần đảm bảo giảm các chi phí đầu tư xây dựng cơ bản, như: tận dụng các công trình hiện có còn đang sử dụng được, điều chỉnh ranh giới để chúng có hình dạng phù hợp, thuận tiện cho sử dụng. 3.1.3. Yêu cầu đối với ranh giới đất đai hợp lý Đường ranh giới cần được bố trí phù hợp với đường ranh giới tự nhiên như: sông, suối... Nếu địa hình bằng phẳng, không có chướng ngại vật thì đường ranh giới cần bố trí thẳng, các góc ngoặt phải vuông, không chia cắt các khoảnh, nhất là đất nông nghiệp. Đường ranh giới cần bố trí tránh các chướng ngại vật về địa vật, địa hình gây cản trở cho việc tổ chức quản lý sản xuất. Vùng đồi núi cần bố trí đường ranh giới theo các đường phân thuỷ, đường hợp thuỷ hoặc theo hướng các dòng chảy trên sườn dốc. 3.2. Nội dung công tác xác định và hoàn chỉnh ranh giới đất đai 3.2.1. Xác định ranh giới đất đai ở vùng đất mới khai hoang Ở những vùng đất rộng người thưa, dân địa phương chưa đủ sức khai thác, phải huy động dân ở nơi khác đến để phát triển kinh tế và văn hoá. Những vùng đất mới khai hoang thường xen kẽ với bản làng và đất đang sản xuất của dân địa phương, cho nên: Trước hết phải tổ chức đất ở và đất đai sản xuất của người dân địa phương cho hợp lý. Đồng thời thu xếp việc ăn, ở sản xuất cho dân cư mới đến một cách rõ ràng, dứt điểm. Các vấn đề này phải được giải quyết dứt điểm khi quy hoạch vùng, huyện. Trong đó xác định rõ phạm vi ranh giới đất cho các ngành. Đất cho dân địa phương sản xuất phải được ưu tiên về vị trí, loại đất, phải có diện tích thoảđáng, phù hợp với khả năng nhu cầu của họ. Mặt khác, cần chú ý đến khả năng phát triển sau này. Việc định cư nên tổ chức theo hướng thành lập những điểm dân cư lớn, tập trung, lấy những bản làng lâu đời để quy tụ các hộ gia đình nằm giải rác. Ở vùng mới khai hoang cũng nên thành lập các tổ chức dịch vụ sản xuất, nhằm thống nhất tổ chức quản lý và phân chia đất đai để các hộ gia đình tự quản lý kinh doanh. Có thể tổ chức độc lập hoặc tổ chức xen ghép giữa dân mới đến với dân bản địa để họ hỗ trợ nhau cùng phát triển.
